some at 21,26,31,36,etc. are still unable to drive properly !
i think ontario's system for new drivers is about as good as we are going to find !
when forced to not have others(except more mature?) passengers at first seems to have helped.
now just get some more knowledgeable trainers in the educational part of it (driver trainers) and then there should be even less troubles !
and you can still (?) control and teach 16 year olds but it's more unlikely to do that with 21-?? year olds !
