Can Norfolk survive a greying society?

I can see people moving here to take advantage of cheaper housing and overall cheaper living than the big city but why choose Norfolk, one of the worst areas for a lack of doctors? Especially when you are getting to the age where you will need doctors more. Do they think doctors will just magically appear?

some are finding out there are things you should learn before they come to the country ?
in pt.burwell, you know the town with a bunch of wind, and windmills ?
a family that were retiring bought a lot in town about a 1/4 acre for under $50,000. a bargain ?(it was offered to my SIL,for $10,000.)
but they figured it would be great for their retirement home !
so they had a home designed for it,staked the lot out, hired a builder, and applied for a building permit, then were told afterthey gave elgin county about $1,000,000. to upgrade the sewers in that area, they would consider giving them a permit ?
bargain,right ?

Someone fed you a line of crap or the people didn't do ANY homework prior to buying the lot.  Period.
