are these kids just not up to date on life ?
do they not know they could be seriously hurt,hospitalised,or worse when they do this ?
and the opp are right in taking the time needed to fine them !

After all,as any good parent could tell them to be a good,well respected JD (juvenile delinquent) or well known gang member they shouldn't be taking part in all of this physically active things,as they will never become obese or out of condition that way !
to do the right thing they should be busy stealing cars/trucks, or at least breaking into them or someones home/garage/shed and commiting a robbery !
that way they will have their own income to buy cigarettes ,or drugs, or whatever illegal items are needed in this day and age !
after all the police will be down near the pier and not out chasing or fining them,and if they do no adults will know their names,and when they turn 18 their records will be forgotten,and they can do whatever they want !
and all them sissie swimmers can do all the work !
and as everyone knows the JDs will be in a drug or alchohol rehab unit,being groomed to get on welfare !
at least thats the way i feel about it !
