This should only be required in the case of habitual tardiness or to protect the worker from being forced to work when they are not capable of safely doing so. Should work both ways.

There are times that medical documentation is required to substantiate absenteeism, otherwise it could be a free-for-all. That is not saying that most people have absenteeism issues, but some surely do. Don't forget, in many larger organizations people are PAID when they are off work.
You can't run a large business without some sort of attendance rules in place. In the future I would expect absenteeism to become a greater issue with employers as the younger generation views their work-life balance much differently than the generations before them.
Under Canada's Emergency Leave Act employers are allowed to request justification for an employee's absenteeism (for the employers large enough to be mandated with the Act).
