trying to catch the monster,after leaving the cage unlocked ?

up on the bruce penninsula,near the big nuke site,they are just now reaizing they have to find a way to get rid of the waste that comes from the power plant (the clean plant ?).
it will be dangerous for thousands of years,but they have just now thought about putting it somewhere that it might be safe.
they knew it would be there before they made the stuff,so why wait until it is there before finding out what they need to do with it ?
