So why is it necessary to hire a consultant to look into the land dispute adjacent to the soccer park? Surely it's known who ok'd the farmer to move forward. Am I missing something here?

It's totally changed my vote. Absurd!

Seems it id NOT known who OK'd it, Ruby. Probably either a bureaucrat in the system - or a highly placed member in the Soccer Club!
